FEDERATION WIDE BLOCK LIST

I. What does being added to the block list mean.

1. All MO owners in All Pass feds and Federation nooks foe list and block the pilots or alliances listed here

2. All Federation Human Core, Federation South Human Core, Federation Rashkir Core, and Federation Pardus Core Starbase Owners Foe list these pilots to prevent services from being provided

3. All Federation Leach Nursery, Trade Out Post, Drug Stations, and Robot Factory Owners also foe list these pilots to prevent there ability to purchase bots, drugs, leeches, or any other goods that might assist them in there ability to commit acts of violence against the Federation.

II. For what reasons will a pilot/alliance/faction be added to this list

1. Direct Assaults on Federation Military installations
a. Starbases
b. Military Outposts

2. Acts of Violence
a. attacking and raiding federation buildings that are without bounty
b. attacking federation pilots that are without bounty
c. attacking federation pilots inside faction territory with private bounties
d. attacking federation pilot's buildings inside faction territory with private bounties

3. Extreme Economic Sabotage
a. dumping all food and water from a planet with the sole purpose of damaging that sectors and or regions economy
b. buying and dumping critical goods for the sole purpose of depriving the federation from using them

4. A Time of War
a. This includes both officially declared pardus conflicts and conflicts as declared by the Federation High Command
b. Any and all participants of the opposing faction/alliance are to be foed without exception

5. Extreme Acts of Treason Against the Federation(there must be more than suspicion of these actions to be added)
a. Transferring bases to the enemy during a time of war
b. Allowing the enemy safe haven on a starbase during a time of war
c. Allowing any player to hire squadrons to be used against another federation starbase without approval from the Federation High Command
d. Scouting ambushes, providing information about federation activities openly collaborating with the enemy in a time of war.

III. How is an entity added/removed from the the list
1. Any Federation Pilot may propose a name to be added

a. When a name is proposed listed must be the crimes that person has been committed and direct citation of one of the stated reasons for being added.

b. If the crime is providing shelter to the enemy during a time of war evidence consists of links to a hack in one of the loggers, screen shots of the player having protection on a base or inside of a nook he should be blocked from. not simply saying i know they retreated there PROVIDE EVIDENCE

2. a player may not be proposed to be added for crimes that are over 1 week old unless those crimes are being listed as additional crimes in relation to the most recent one. you cannot list that superman killed batman in 2005 so i want him blocked now, but you can list that superman killed batman in 2005, he killed robin last week, peter pan today, and he blew up the starbase owned by the green lantern yesterday.


3. Once a name is proposed it must be seconded by a pilot from another alliance to be added as soon as that happens it will be added instantly
EXCEPTION:::: Pilots should only be listed if there actions against the federation if they have a specific grudge against one pilot you may submit that the player be added to the block list but it must go before a vote first and is not an automatic entry onto the list

4. If there are objections to a name being placed on a list a vote is started in the federation High command on whether or not to remove that entity from the list.

5. Pilots may petition for an entity to be removed from the list at any time after they are added for good behavior.

6. If the two pilots who originally petitioned for a pilot to be added to the list petition for the original party to be removed he will be without a vote from the High Command
a. for this to happen the reasons for the removal must be listed
b. if the pilot was foed for assults on pilots all alliances attacked must approve this and state so otherwise a vote is required
c. If reperations are paid amounts paid need to be posted
d. The pilot could not be a second offender all second offenders must have a full vote

IV. The list itself will at all times include the following
1. The specific crimes for which the entity was added
2. The Date that the entity was added
3. the Player/alliance ID of the entity
4. The Date the entity was removed (deletion/HC vote/Reperations Paid/not paid)



V. The list will be maintained by a group of pilots determined by the HC who will insure it is updated regularly

VI. Alliances will be asked to sign onto the list announcing their commitment to follow it, and also to a MDP to be activated in the case that any alliance is attacked on the bases of following this block list.
